Jakarta Council Panel Urges AI CCTV Integration with Digital Parking Payments

The Jakarta City Council's Special Committee on Parking Management has recommended installing artificial intelligence (AI)-powered surveillance cameras at all on-street parking locations.

Establish a phased plan for installing AI-powered CCTV

The system is expected to be integrated with digital payments and records of locally generated revenue (PAD) to prevent revenue leakage and transaction manipulation.

City Council Supports Jakarta Provincial Government's Strategic Collaboration to Accelerate Development

Special Committee Chair Jupiter said AI-powered CCTV could monitor vehicles entering and leaving parking areas and compare vehicle counts with recorded transaction data.

The technology is also expected to detect potential payment irregularities, such as the use of QRIS codes linked to parking attendants' personal bank accounts, even when electronic data capture (EDC) machines are available at the location.

"Discrepancies between the number of vehicles and recorded payments can serve as grounds for further investigation and auditing," Jupiter said Tuesday (10/13).

The committee has called on the Jakarta Provincial Government, through the Transportation Agency, to establish a phased plan for installing AI-powered CCTV. The plan should outline the timeline, technology standards, inter-agency data integration, and arrangements for ongoing monitoring and evaluation.

Jupiter stressed that all parking transactions must use official Jakarta Provincial Government payment channels that are integrated and verified. This would improve transparency in tracking parking transactions and revenue.

Alongside digital monitoring, the committee has called for investigative audits of parking operators' revenue reports, bank transactions, and cooperation agreements with the regional government. The Inspectorate is also expected to investigate suspected irregularities and refer cases involving potential criminal offenses to law enforcement authorities.

The committee has further urged the authorities to crack down on unauthorized parking sites, overhaul the parking licensing system, and make better use of Jakarta Provincial Government assets. Businesses that breach the rules should be penalized under applicable regulations.

Regarding parking rates, the committee stressed that any proposed increases or changes to parking zones must be coordinated with Commission B of the Jakarta City Council, which oversees the Transportation Agency.

"The committee has also recommended providing parking attendants with fair fixed wages, introducing digital assignment letters with QR codes, and expanding cashless transactions to strengthen oversight and protect both authorized parking attendants and parking users," Jupiter said.

To ensure that all recommendations are followed up, the committee has asked the Jakarta Provincial Government to establish a Parking Task Force through a gubernatorial decree.

"Relevant regional government agencies and regional-owned enterprises (BUMDs) have also been asked to prepare a follow-up matrix outlining implementation deadlines and the parties responsible for each recommendation, so that progress in improving parking management can be monitored and evaluated," he said.
